{"id":67,"date":"2011-10-19T10:29:18","date_gmt":"2011-10-19T10:29:18","guid":{"rendered":"http:\/\/michaelcarrier.com\/?p=67"},"modified":"2012-12-19T10:30:07","modified_gmt":"2012-12-19T10:30:07","slug":"efnil-in-london","status":"publish","type":"post","link":"http:\/\/michaelcarrier.com\/?p=67","title":{"rendered":"EFNIL in London"},"content":{"rendered":"<p>This week we are privileged to host the annual <a title=\"EFNIL\" href=\"http:\/\/www.efnil.org\" target=\"_blank\">EFNIL <\/a>conference at Spring Gardens, the British Council\u00a0 headquarters off Trafalgar Square.<\/p>\n<p>EFNIL is the European Federation of National Institutes of Language \u2013 the institutions which promote and protect the use of national languages in the European Union. These organisations, such as the <a href=\"http:\/\/www.ids-mannheim.de\" target=\"_blank\">Institut f\u00fcr Deutsche Sprache<\/a>, <a href=\"http:\/\/www.dsn.dk\" target=\"_blank\">Dansk Sprogn\u00e6vn<\/a>, <a href=\"http:\/\/www.forasnagaeilge.ie\" target=\"_blank\">Foras na Gaeilge<\/a> and <a href=\"http:\/\/www.culture.fr\/culture\/dglf\" target=\"_blank\">D\u00e9l\u00e9gation g\u00e9n\u00e9rale \u00e0 la langue fran\u00e7aise et aux langues de France<\/a>,\u00a0 work hard to support teachers and learners in their countries, creating new research, publishing and disseminating new theory and practice, providing educational resources etc.<\/p>\n<p>EFNIL &#8216;s mission is to provide &#8220;a forum for these institutions to exchange information about their work and to gather and publish information about language use and language policy within the European Union. In addition, the Federation encourages the study of the official European languages and a coordinated approach towards mother-tongue and foreign-language learning, as a means of promoting linguistic and cultural diversity within the European Union.&#8221;<\/p>\n<p><img decoding=\"async\" title=\"More...\" src=\"http:\/\/blog.britishcouncil.org\/english\/wp-includes\/js\/tinymce\/plugins\/wordpress\/img\/trans.gif\" alt=\"\" \/>In promoting linguistic diversity, EFNIL members are often concerned about the effects of the growth of English usage in their countries or in EU-wide institutions &#8211; in Brussels, in business, in Higher Education courses, and are naturally focused on ensuring that the use and development of their national languages are not negatively impacted by the use of a global lingua franca.<\/p>\n<p>We share their concerns about the over-dominance of one language \u2013 even though we of course support the learning and teaching of English &#8211;\u00a0 because we share our colleagues\u2019 belief in a multilingual and multicultural Europe, where national and local languages thrive and all citizens have the opportunity to become plurilingual.<\/p>\n<p>To support that aim, I chaired a panel discussion on &#8216;Multilingualism in the UK&#8217; looking at how we can encourage more learning of modern languages in the UK.
